Lake Elmo Village Vision Plan

About the Old Village Area:
Lake Elmo’s Old Village area in is an historic commercial center which established itself along a rail line connecting St. Paul and Stillwater prior to the incorporation of the City in 1974. Lake Elmo’s history as a resort town and agrarian center is communicated by the development pattern and charm of the Old Village area.

In the nearly two decades since that time, the City has grown and changed. In some ways growth is consistent with that vision, and in other ways not.

The Village Area Moratorium
Early in 2024, City staff and decision makers identified the need to enact a moratorium for development of the central corridors of the Old Village area. The intent of the moratorium is to pause new development while the city reviews the village master plan and guidance on development and redevelopment which will lead to policy recommendations for this area. Opportunities for community engagement will provide critical feedback to inform this process with resident, business, and property owner input. The term of the moratorium begins as of the date of adoption, February 6, 2024, and can last for up to a year. However, the City will look to end the moratorium sooner if appropriate.

The Lake Elmo Village Vision
In recognition of the significance of the Old Village area to Lake Elmo’s economic vitality and overall identity, the City of Lake Elmo is initiating a visioning study to ensure that future development aligns with the City’s objectives. The moratorium period will be used to study the land use policies and guidance in the village area and provide recommendations for possible revisions. Through engagement with community residents and stakeholders, the City hopes to validate the parts of the 2007 master plan that work, and identify areas where more review may be needed.

In Person Engagement Opportunities:
Community engagement will play a vital role in this visioning study. The following opportunities are open to all, and will be held at Lake Elmo City Hall (3880 Laverne Ave. N.):
